xsl 7c67506474 feat(domains): identity, billing, task services and domain placeholders

Billing implements reserve -> commit -> refund against bl_quota and bl_ledger
with row-level locking and idempotency keys; the refund commits on its own
transaction so a failed request cannot silently keep a user's quota. Task
implements the unified task centre over the state machine. Identity issues and
resolves users. Remaining domains are placeholders whose READMEs state what
belongs there and what must not.

`packages/profile/` — 画像与记忆（占位）

职责（架构 §4.1）：用户画像（诊断结论）+ 分层记忆系统。 get_profile() get_memory_snapshot() write_memory() resolve_conflict()

不负责：报告生成流程（归 report）。

FR-MEM-01~~07、FR-MEM-12：L0~~L2 分层记忆、报告写入 L1、注入 ≤ 500 token、冲突消解（显式 > 报告 > 隐式，新 > 旧）、变更审计
「我的记忆」可见可编辑可删除（CR-02）；用户编辑不可被自动覆盖

约束

V1 预留 profile_id 支持多档案（FR-ACC-12），但不做 UI
诊断结论属敏感个人信息衍生数据：数据库加密存储，日志中禁止打印
每个诊断维度必须是 value + confidence + evidence + rule_hits 四元组，不是自由文本（§6.3）
